Australian Infrastructure Fund chairman Paul Espie says there is a disconnect between state and federal governments and the private sector over solving Australia's national infrastructure problems.
In an interview with Lateline Business, Mr Espie said while the Infrastructure Australia screening process was a good idea, of the about $150 billion of current infrastructure commitments only a fraction had been screened.
Australian infrastructure also suffers from short-term planning.
"I think the comparison with Asia is all too true, we don't take a long-term view," he said.
More superannuation funds had to be attracted to the sector, Mr Espie said.
The infrastructure bond was a good idea, but more incentives such as tax changes and better planning processes needed to be set up, he said.
